Impact Investing: A Framework for Policy Design and Analysis

Posted By Administration, Tuesday, August 25, 2015
Updated: Tuesday, June 16, 2015

This publication represents a framework for thinking about the role government policy can play in creating an enabling environment for impact investing. This framework is based on, and illustrated by, 16 individual policies in 13 countries. The following document represents a significant contribution to our thinking about impact investing policy, but it is only the departure point for a conversation that must necessarily become more concrete as it finds application in specific impact objectives, sectors and geographies. We look forward to working with IRI, InSight and other partners to refine the framework and use it as a basis for additional research and policy proposals to unlock impact investment.

From Potential to Action: Bringing Social Impact Bonds to the US

Posted By Susannah Eastham, Aspen Institute, Friday, August 21, 2015
Updated: Tuesday, June 16, 2015

This report is a rigorous, data-driven analysis of the potential and capacity for SIBs in the United States. It disaggregated the SIB ecosystem into stakeholder groups (constituents, government, nonprofit service provid- ers, investors, intermediaries, evaluation advisers, and independent assessors), identified the obstacles each group might face, and thought through how those obstacles would affect the ecosystem as a whole.  It studied how SIBs might be applied in two program areas (homeless- ness and criminal justice), and did a pro forma analysis of a SIB in the juvenile justice arena to show how the economics of a SIB could play out.

Impact Investment: The Invisible Heart of Markets

Posted By Administration, Saturday, August 15, 2015
Updated: Tuesday, June 9, 2015

The world is on the brink of a revolution in how we solve society’s toughest problems. The force driving this revolution is “impact investing”, which harnesses entrepreneurship, innovation and capital to power social progress. This report, Impact Investing: The Invisible Heart of Markets – Harnessing the power of entrepreneurship, innovation and capital for public good, examines what is needed to catalyse the growth of a global market for impact investment. It makes recommendations that can be implemented across Taskforce countries and beyond to deliver better social outcomes and improve millions of lives across the world.

The crash of 2008 highlighted the need for a renewed effort to ensure that finance helps build a healthy society rather than endanger it. This requires a paradigm shift in capital market thinking, from two-dimensions to three. By bringing a third dimension, impact, to the traditional capital market priorities of risk and return, impact investing has the potential to transform our ability to build a better society for all.

Entrepreneurial Ecosystems Around the Globe and Early-Stage Company Growth Dynamics

Posted By Administration, Saturday, August 15, 2015
Updated: Tuesday, June 9, 2015

Entrepreneurs are key drivers of economic and social progress. Rapidly growing entrepreneurial enterprises are often viewed as important sources of innovation, productivity growth and employment (small and medium-sized enterprises account for a high percentage of all jobs in emerging economies). Many governments are therefore trying to actively promote entrepreneurship through various forms of support. The World Economic Forum, in collaboration with Stanford University, Ernst & Young and Endeavor, surveyed over 1,000 entrepreneurs from around the globe with the goal of better understanding how successful entrepreneurial companies speed access to new markets and become scalable, high-growth businesses. Executive case studies for 43 early-stage companies from 23 different countries were developed to enrich the feedback from the survey.
